The UK government’s Energy Savings Opportunity Scheme (ESOS) is currently in Phase 3, but the deadline for registrations has now passed. The registration deadline was 5 June 2024, and organisations had until 6 August 2024 to submit their compliance notification report. The deadline for Phase 4 of the ESOS scheme is currently 5 December 2027. The full details of Phase 4 have not yet been announced, but from Phase 4 onwards, the Government will change the ESOS balance sheet and turnover thresholds to align with the Streamlined Energy and Carbon Reporting (SECR), requiring more organisations to report on their ESOS. |
What is ESOS?
The Energy Savings Opportunity Scheme (ESOS) is a mandatory energy assessment program for UK organisations that meet specific criteria. Administered by the Environment Agency, ESOS requires qualifying businesses to conduct assessments every four years. These audits analyse energy usage in buildings, industrial processes, and transportation.
Companies meeting the following criteria on 31 December, 2022 qualify for Phase 3 of the ESOS scheme:
- The organisation employs 250 or more people, or
- Has an annual turnover in excess of £44 million, and an annual balance sheet total in excess of £38 million
The goal of the ESOS audit is to pinpoint customised, cost-effective measures that enable participating companies to reduce energy consumption and achieve both carbon and cost savings. Despite audit costs, the substantial savings resulting from implementing the resulting recommendations should far outweigh the initial investment.

The deadline for submitting notification of compliance to the Government is 5 June 2024. Businesses should aim to meet this compliance notification deadline where possible but if this is not possible, the Environment Agency will not take enforcement action, provided that the following deadlines are met:
- Your ESOS account must be registered on the government the system by 5 June 2024
- Your notification of compliance must be submitted by 6 August 2024
The Energy Service team within Johnson Controls are currently working with clients to establish a plan of action to achieve scheme registration by June 5 and then compliance submissions by August 6, 2024.
